"The Tenth Edition of Introduction to Criminal Justice continues to examine the new, expanded role of criminal justice in the "war against terrorism," which we introduced in the Fourth Edition. As noted in the Fourth Edition, this war has caused the most dramatic transformation of the U.S. government in more than 50 years and has altered criminal justice at all levels of government in many ways. For example, the massive Department of Homeland Security was created, and, as in previous editions, its current organization is described. Also, following 9/11, the top priority of the Federal Bureau of Investigation (FBI) shifted from being a federal police agency to being an intelligence and counterterrorism agency. New laws, such as the USA PATRIOT Act, have been passed to provide governments with broad new powers to combat terrorism. These laws have changed many of the traditional rules of criminal justice.
