Nearly all countries adopt the three-power system (executive, legislative, judicial); only Taiwan has a five-power government (executive, legislative, judicial, examination, and control). Whether it is a three-power or five-power system, separating control and supervisory power from the national assembly appears to be a global trend. More than 140 countries and regions have established independent ombudsman positions or an ombudsman system. This paper examines the Control Yuan, Taiwan's ombudsman system, and reviews its powers, design, and purpose.
