This study focuses on an analysis of the revised final draft FM 22-100, Army Leadership and its usefulness for unit leaders in instilling the Army core values. Within this research effort, the investigator evaluated the doctrine presented to include the framework, and character development model introduced. The doctrinal framework and model were compared to theory in the field. In addition, the investigator interviewed FM 22-100 authors, and surveyed officers familiar with the revised final draft FM 22-100 to assess the usefulness of FM 22-100 as a tool for use by unit leaders to instill Army core values in their organizations. The analysis showed that the final draft FM 22-100 is theoretically sound, and is fully supported by scholarly writings in the areas of character and values development. In addition, those surveyed felt that the FM 22-100 was a useful document for use by unit leaders. In addition, those served indicated several areas that should be emphasized and resources provided to augment FM 22-100 as it is introduced to the force. Implications of the research findings were discussed as well as issues requiring further research were recommended.
