A report aiming to advise on strategies to improve performance in primary and secondary schools which are underachieving, with a view to improving pupil performance generally and also to securing greater value for money for the resources committed to school education. It recommends a "whole-school" strategy with the emphasis on strong leadership from headteachers, on a structure for school self-evaluation which includes gaining the support of parents; involving everyone concerned with the institutions in school development planning; a system of staff development and appraisal designed to motivate teachers and extend skills; and increased devolution of decision-making to schools and their headteachers. It observes that primary headteachers do not have sufficient management time at their disposal to deliver effective support for learning and administration and advises that this deficiency should be addressed.
