Stephen Marshall had a fascination with the sex offender registry that quickly turned into an obsession. His behavior grew increasingly erratic and he became fixated on the idea of vigilante justice against those he believed to be threats. He began researching crimes of pedophiles nearby and meticulously plotted out how he would assassinate them. As his mental state deteriorated, he began to plan and execute horrific acts of violence against the offenders he found through the registry.
