I think it might be rather humiliating to some graduates of several years' standing if a close examination were made into their knowledge of this simple fact." -- William Howard Taft, in Four Aspects of Civic Duty The Suggestion that the voter should learn the location in the precinct where he is to register and cast his ballot may seem trivial and even foolish, particularly to 'those who have been born and brought up in districts in which their families have lived for many years. In these modern days, however, when great numbers of our people are constantly moving from one community to another, or to another section of the same community, one of the first obligations of a citizen when he approaches the voting age, or when he moves into a new district, is to learn the requirements for voting and the location of the polling place. When one rents or buys a home he naturally inquires of the agent, if there are children in the family, as to the location or accessibility of the nearest school. Or he will want to know about the churches, transportation facilities, water supply, garbage collection, sewerage, etc. It is quite as important, although sad to say it is not so regarded, that he learn about the voting requirements, how to register, and where to vote.
