The history of housing has been transformed in the past decade. Until recently, accounts of housing were dominated by the analysis of the problems of slum property at the bottom of the market, and the way in which public housing emerged from attempts to ameliorate the worst conditions, in an apparently inevitable process. The end result was taken for granted: subsidized public rental. In the past few years, major changes have taken place in the perception of this process.
