This is a book by a cat, intended for other cats, plus cat lovers, advice to fellow felines on how to outwit humans and those other household pets like dogs, canaries, etc. Cats also need to appreciate their rich history, starting with the Great Enslavement, when they first pretended to be domesticated. We see how they handled things at the White House under various presidents, up to and including the present occupant of the Oval Office. Finally, we learn why they don't want to be elected to high office, preferring to run things, one household at a time.
