For this purpofe, it will be neceffary for me to draw your attention to a variety of different confidera tions. I muf't firit fiate the amount of the Indian revenue, with the annual burthens Upon it, including the amount of interefi payable on the debts in India. By this fiatement you will perceive, What is the furplus applicable to the purpofes of commerce, or the liquida tion of debts; and as the exports from this country to India, form a part of the general applicable fund in India, that fubjeft mufi, of courfe, enter into the detail.
