I would like to welcome all of you to this important hearing this morning. Over the past several months, this subcommittee has con ducted numerous hearings in an attempt to address the ever-esca lating problem of fraud Via the us. Mail system. We heard from some of the victims of mail fraud, along with consumer advocate groups and law enforcement agencies, including the Postal Service. Needless to say, I was astonished to learn of the magnitude of the problem of fraud through the mail being practiced on the American public, especially the aging. The fbi estimates that it costs consumers approximately $40 billion annually. After hearing some of the horror stories and the frustration of law enforcement agencies in cracking down on these scams, it be came crystal clear that legislative action was warranted if this problem was ever going to be effectively addressed.
