Publisher's Synopsis
African leaders have publically accepted for the first time that their economic problems had their roots largely in domestic mismanagement and that they should no longer place all the blame for their troubles on external factors. During the conference on which this paper was based, senior African politicians, officials and academics discussed the issues surrounding democratization outside South Africa and their findings are presented here.
