Camden, New Jersey is famous for it's crime and poverty. Few people are aware of the special interest groups that stand to profit from the city's high crime and exploding incarceration rate. With a murder rate 12 times the national average residents and city leaders were desperate for help. With it's police force cut in half the crime rate soared even higher.
