Excerpt from French Interference in Mexico: Speech of Hon. J. A. McDougall, of California, in the Senate of the United States, on Tuesday, February 3d, 1863

I assure Senators that I have not presented these resolutions with any partisan purpose. 1 have not the shadow of a disposition to assault those to whom first and most immediately belongs the initiative in this business. It is perhaps true that special circumstances, and the more immediate concern of our people on the Pacific coast in the movements of France, furnish reasons whyi should have watched French policy more carefully, and why I should feel more alarmed at its development, than most of those belonging either to the executive or legislative departments of the Government.

I do not hope to present all the facts and considerations that move me to my conclusions if time permitted, the subject embraces too wide a field for any mere oral discussion. The most I have promised to myself has been to call the atten tion of Congress and the Government to the subject, and secure that consideration and action which I believe have been much too long delayed.
