Publisher's Synopsis
Excerpt from Foreign Policy Update: Hearing Before the Committee on Foreign Relations, United States Senate, One Hundred Third Congress, First Session, November 4, 1993
The lessons of Somalia, Haiti, and Bosnia have underscored the need for careful examination of the relationship between Cong-fess and the President with respect to the use of force. There has een a lot of debate over the operation of the 1973 War Powers Resolu tion; over the respective powers of the President and the Congress regarding the use of force outside the United States; and over the lack of specific guidelines for participating in un. Peacekeeping operations.
These matters need to be reviewed by the Senate in a delibera tive manner and in a timeframe allowing for the collective judg ment of Congress and the executive branch to clarify our respective roles unimpeded by the heat of the current controversies.
