There has een a lot of debate over the operation of the 1973 War Powers Resolu tion; over the respective powers of the President and the Congress regarding the use of force outside the United States; and over the lack of specific guidelines for participating in un. Peacekeeping operations.
These matters need to be reviewed by the Senate in a delibera tive manner and in a timeframe allowing for the collective judg ment of Congress and the executive branch to clarify our respective roles unimpeded by the heat of the current controversies.
