Mr. Chairman: Before proceeding with my remarks, I desire to say that the material I have before me is much greater than I can com press into the time allowed me; and for that reason I shall ask the courtesy and indulgence of my colleagues on the committee and other members of the House to permit me to pursue my argument without interruption until I have finished it; then, if any time should remain to me, or it' any gentleman will yield me further time, I will gladly answer such questions as may be put to me, to the best of my ability.
