This volume contains a selection of the presentations at the 21st Conference of the Caribbean Regional Programme of Monetary Studies, a conference that was sponsored jointly with the Commonwealth Secretariat in December 1989.;The Conference took a first look at many of the issues pertaining to the role of finance in development, how that role has changed and the appropriate framework for accommodating to change.;The present volume gives some selections from the topics covered. The first set of papers present an overview of the savings and investment process and the experiences of three countries - Barbados, Jamaica and Belize. The second section deals with non-bank financial institutions, and is followed by a discussion of the role of development financial institutions - the Caribbean Development Bank, the national development finance corporations and the development funds specifically targetted at small businesses. Two papers look at aspects of the securities market with suggestions for developing the regional market in securities and addressing the need for venture capital financing.;There are two papers on aspects of financial regulation, discussing the experiences of Trinidad and Tobago and the East Caribbean Central Bank and suggesting ways that the system might better deal with the current circumstances. The final section comprises papers on external financial flows, debt and capital flight with suggestions on maxmizing the inflows of finance, addressing the external debt problem and reversing capital flight.
