In all cases mentioned in this section, excepting those affecting ambassadors and ministers, those 'of admiralty jurisdiction, and patent, copyright, or bankruptcy cases, there is a concurrent jurisdiction in the State courts, and the power of bringing suits in or removing them to the Federal courts is a privilege, but not a necessity.
