Publisher's Synopsis
At first there was the family - let's leave primeval polygamy outside of this book. Then there were the elected persons, designated persons and usurpers - these were the leaders and their closest associates. Later, when the state was formed, associates got the name officials. The problem is that almost every civil servant had a family, so the conflict of interest was inevitable. As a rule, the family for the official is on the first place. And only on second place - the public interest. If family values are measured in the currency, it seems that everything is logical and therefore the fight against corruption does not lead to success. But Is there an effective solution? The book attempts to answer this difficult question.
