This training module has been designed to expose learners to key issues, challenges, features and functions, and political dynamics of the intergovernmental system. The module includes substantive background information on the intergovernmental system, as well as discussion questions and a mock negotiation. Global governance institutions are an important means by which to shape and direct development processes in more sustainable ways. By gaining a thorough understanding of the architecture, operations and influence of these institutions, and how they relate to different contexts, learners will be better equipped to shape policy responsibly, both locally and globally. This module can be adapted to suit a particular group's needs for a given training session. All or part of the module can be used at the trainer's discretion.;The module is divided into three main sections: Section One comprises substantive information on the intergovernmental system and is divided into seven chapters: Chapter One: Key Issues and Challenges Facing Global Governance Systems, Chapter Two: The Emerging Role of State and Non-State Actors in the Political Landscape, Chapter Three: The Architecture of the Intergovernmental System, Chapter Four: The Features and Functions of Global Governance, Chapter Five: Decision Making in the Intergovernmental System, Chapter Six: Overview of the Principal Environment and Development Regimes; Section Two contains all the training materials and instructions required to prepare for and deliver this training module. The recommended time-frame to deliver the module is three days. However, sample agendas for one-day and two-day sessions have also been included should time be limited. Section Three includes a range of background documents and references related to the intergovernmental system. These materials are supplementary resources and are not required for delivery of this module.;They include: a selected bibliography and websites; materials used for the LEAD Training Session: The Changing Role of the Intergovernmental System; LEAD International Report No. 1, Reflections on International Institutions for Environment and Development, January 2001; selected UN declarations and conventions; and outlines of simulation exercises related to global governance issues.
