Practice of regulation means the appearance as a promoter in a delegate limit or the drawing of papers, pleadings or reports or the exhibition of any demonstration in such limit regarding procedures forthcoming or imminent under the watchful eye of any court, chief, ref or anybody, board, council or commission comprised by regulation or having power to settle contentions, or the requesting of clients straightforwardly or by implication to offer such types of assistance.
