In the 1980s certain estates were targeted under the Priority Estates Project, and local authorities were encouraged to introduce decentralized, estate-based housing management. Although it has been argued that this approach does improve housing standards, until this research was undertaken it had not been independently tested. This is the report of an experiment which was carried out to determine how far it is possible to decentralize and what the impact is of such a strategy. Do standards of housing service and the quality of life of the tenants improve?
