Trinidad and Tobago (T&T), Guyana, and Suriname, are Caribbean Community (CARICOM) Member States that are fortunate to be endowed with commercial reserves of hydrocarbons. Hydrocarbon revenues acquired by the respective governments can be used to fund the cost of several merit goods, amongst which the most commendable is the expenditure on education.

This book's objectives are threefold. The first is to examine the labour market in the hydrocarbon-rich CARICOM Member States. The second is the review of successful case studies of entrepreneurship in countries similar circumstances to the Caribbean. The third is to provide policy recommendations to address this employment problem in the hydrocarbon-rich CARICOM Member States.

The policy recommendations of this book are useful for governments of mineral-rich countries, even outside of CARICOM. It provides lessons for policy makers to craft policy to encourage the right enabling environment for entrepreneurship and employment creation.
