The 1981 Census of Population suggested that there were approximately 722,000 empty dwellings in England alone. An estimated four in every five vacant dwellings are in private ownership and there is growing concern over what is clearly a waste of housing resources. However, until now little was known about the reasons for these vacancies. The overall aim of this study is to help fill some of the gaps in current knowledge and provide qualitative data on why dwellings in private ownership become empty and remain empty.
