In the limited monarchy, as in Great Britain and Ger many, the ruler, generally hereditary, shares his power with an elective legislative body. In the republic, or representative democracy, the source of all political power lies in the ballot of its citizens. In the United States the republican form Of government, based upon the will of, the majority, is best adapted to our needs. While this form is not perfect, we are learning how to make it better as time goes on. Based as it is upon the intelligence and the patriotism of the voters of the nation, it would not do for Russia at present. Education in government is a mat ter of slow growth, and Russia's people have had little experience in managing the government of that state.
