The teenage girl is found in the dark field of the Rose Bowl, her body frozen solid. There is only one clue - a copy of an etching, by Spanish artist Goya, of a dead woman in the same pose as the girl. Lieutenant Alex Delillo's partner, Harrison, immediately recognises her as the daughter of a LA lawyer who disappeared three years before. Then another body is found. It appears that "Goya" is targeting those in power, but are his victims as innocent as they appear? With the violence escalalting, no one is safe.
