After an ugly dismissal from the Atlanta Police at the hand of his ex-wife's powerful father, Moses Palmer lands in nearby Chattanooga, Tennessee, relieved to start anew in the major crimes division of the city's police department. His partner, Maddie, draws stares from everyone on the force, but Moses isn't going there again. She is also a great cop that Moses appreciates more for her disdain of nonsense, than her comely figure.

However, this beautiful city has its share of surprises for Moses. Ironically, its winding river is a daily reminder of a traumatic past, the death of his brother, Joshua, eyes piercing young Moses Palmer, as Josh lay inches from his brother's outstretched fingers in the cold depths of Duck's Hole. For another, his gung ho and glory-hungry boss sees him as a threat though nothing could be farther from the chisel-cut and sorrowful detective's mind as he seeks only to be left alone with his landlady's bouncing dachshund.

But then, a first woman, young and beautiful, dies. Then another. Moses receives videos from the narcissistic murderer. The list grows. His ego-maddened sergeant pushes him aside. The head of the tourist association is screaming for Palmer's head. The killer, later known as Dollface, will deal with no one other than Moses whose charismatic charm and stone cold handling of events in Atlanta and now in Chattanooga compel the challenge and maybe something else in the sociopath killer's surprising and deadly dance.

It is a dark chase that will take them both to a mutual destination where only one is coming back.
