Anibal Galindo, Plenipotenciario colom biano acreditado cerca del Gobierno de Venezuela, re novo en 1872 esta proposicion de someterlas cuestiones de límites pendientes al fallo de un árbitro, y ella fué eludida con diversas razones, que pueden verse en los Protocolos respectivos, por el Secretario de Relaciones Exteriores de Venezuela, Señor D. Julian Viso.
