Health, Safety and Environmental (HSE) performances result from many activities and decisions made by line managers, senior managers, CEO, etc. Review of some recent safety challenges highlighted the important gap on the reliability of safety performance reports at the business performance networks. Climbing the organizational ladder requires that the performance reports are accumulated within the management levels. The process of the report aggregation is carried out by indicators accumulation, integration, or substitution with new indicators. Managers' performances construct the business performances; however, similar indicators may not benefit both groups.
