Sam Falkirk, Captain in the World Police stationed at the World Council in New York, investigates the death of Angelo Augustine, a Council employee. Superficially a parcel courier, Angelo had also spied for Senator Rayburn, whose power-hungry plan is the destruction of the Orient. Meanwhile, Senator Sucamari of the Japanese legation has a deadly plan himself, involving a parcel containing a Buddha coated with enough bacteria to cause a plague across the Americas. When the parcel is stolen can Falkirk find the criminal in time?
