The proliferation of biological weapons has occurred because they are deemed to have a military utility. Recent successes in biotechnology research are likely to compound the associated problems and this report concludes that the issue is one which requires the co-operation of all members of the international community.;Unfortunately, the demands of foreign policy and associated risks require priority attention even in a period in which the domestic issues of unemployment, social welfare and the economy seem all encompassing. While their solution is indeed vital, the threats posed by biological weapons are no less urgent and the consequences of failure even more terrible.
