As a result, a large number of what have come to be called user studies (investigations of the information seeking behavior of scientists and engineers) have been performed over the past ten years. Such studies endeavor to deter mine (1) the effectiveness of currently used information channels, or (2) the criteria governing the selection of information channels. Most such studies, until very recently, have not, however, differentiated these two goals. They have implicitly assumed channel effectiveness to be the single criterion gov erning channel selection. Operating from this assumption, it was necessary only to observe the users and to assign performance measures to the channels on the sole basis of the extent to which they are used.
