Nach den von mir eingezogenen Informationen uber diese Frage bleibt uns als einziger Weg zur Erlangung eines bessern Resultates eine Petition an den Herrn Reichskanzler zu richten und denselben zu bitten, durch den Bundesrath die Deutsche Postordnung dahin abändern zu lassen, dass die Harte gegenüber den Blinden gemildert werde. Ich überlasse es den Mitgliedern des V. Congresses, in der angegebenen Weise vorzugehen.
