In the autumn of 2015, there was a surge in asylum-seeking refugees entering the Swedish borders. The vast majority were men seemingly old enough for national service. Reportedly, they had fled from war zones. Most had traversed six or seven countries not in war to arrive in Sweden. As a coincidence, the reports of rapes, assaults, robberies and theft escalated during the same period. Code R291 was an in-official code used by the Swedish police to cover up crimes committed by, or sometimes against, refugees. They abandoned the code by the end of January 2016. In many ways, it persists in mainstream media.
This book brings up what may happen when the population in an occupied country starts to fight back against an occupation force sanctioned by the government. In its humorous way, it lampoons a country with a health system and police organisation bureaucratised into submission.
