Water resources of portions of the North Platte River basin are designated as being over-appropriated by the State of Nebraska Department of Natural Resources (DNR). An over-appropriated basin designation means that the existing demand on the surface and hydrologically connected groundwater resources are greater than the supply, resulting in decreased surface-water flows and water-table levels. To comply with State law, the North Platte Natural Resources District (NPNRD), in cooperation with the DNR, is developing an Integrated Management Plan (IMP) for groundwater and surface water in the NPNRD (DNR, 2005; Kurtz, 2005).
