The act was at once effective in creating common schools. Incomplete statistics quoted by Gourlay in 1822 show that within a year or two after the passing of the act, in one or two districts, a population of was served by 193 schools, with an average attendance of thirty-five pupils per school and at an average cost to parents or subscribers of per pupil per year.
