This criminal practice manual on CD-ROM reflects the host of changes that took place during 1999. Not only are there important provisions arising from new acts, particularly the Youth Justice and Criminal Evidence Act 1999, but older statutory provisions continue to be implemented, most noticeably the jurisdictional changes arising from the Criminal Justice Act 1993.;Two developing areas are of particular note. The increasing willingness to make wasted cost orders and generally to apply Woolf-like principles in criminal proceedings has been demonstrated in a number of cases, and not only costs have been affected by this attitude. The other development is the widely-predicted impact of the European Convention on Human Rights, notwithstanding the delay in the implementation of the Human Rights Act 1998. Following DDP, "ex parte Kebilene", it is clear that this will have an impact on many issues and not just in high profile civil rights cases. An amendment to the practice on the granting of costs to acquitted defendants graphically demonstrates this wide impact.
