Treble-or Willow-Anner finds herself in a safe house, hiding from those who want to kill her for her treason. Not only that, but in their society divided into Pationals by hair color, hers was dyed in an attempt to hide her true identity, and she was previously kidnapped by a rival Pational's government. She isn't in a good situation, and at her young age, in this ruined society, she has no idea of who she is. A group of rebels in the safe house are beginning to prepare for war, and Treble is one of the leaders for all that she's been through. She and the other representatives head to Ravens, the black-haired Pational, and find full-scale war training that's been occurring for a number of years. Joining forces, they try to negotiate with the other Pationals, failing miserably, and only find themselves betrayed by those they once trusted. Treble herself is in a desperate search to find who she is, who her family is, and how to convince the world to finally integrate and treat the Gaps as equals.
