Die gesamte Erschließung dieses Landes bewegte sich bis in die neuere Zeit auf einer großen Linie. Insbesondere waren dabei ab gesehen von der militärischen Sicherung der Grenzgebiete zwei Trieb federn vorherrschend: einmal eine schnelle Erschließung aller wichtigerm Landesteile durch Eisenbahnen, andererseits die Nutzbarmachung der neuemorbenen, von der Natur teilweise überreich ausgestatteten Landes teile für die heimische Wirtschaft. Wurden mit der anerkannt groß. Zügigen Eisenbahnpolitik zunächst auch nur strategische Ziele verfolgt, so half sie doch von Anfang an die zweite Aufgabe wirkungsvoll zu unterstützen.
