In the same wrongful interest, and for the same barbarous pur pose, all the just rules of national comity have been violated in her commercial regulations with respect to Cuba. A heavy tribute is laid upon everything which enters her ports or departs therefrom; and all this in direct antagonism to Cuban industries and in the interest of the Spanish budget.
