Excerpt from Astronomical and Meteorological Observations Made at the United States Naval Observatory During the Year 1864
The enacting law authorized the President of the United States b locate the building upon any public ground within the District of Columbia not otherwise in use; and the site assigned by him is the square originally designed in the plan of the city of Washington for a National University. It is on the north bank of the river Potomac, in the southwestern part of the city, and contains about seventeen acres, of which the highest point is one hundred feet above the river, the ground sloping thereto both on the south and on the west sides. It is enclosed on the east, south, and west sides by a brick wall, and on the remaining one by a picket fence.
