IN presenting a second edition the writer has not at tempted to enlarge the scope of the work, but has confined himself to making such essential changes and slight ad ditions as would bring the matter of the first edition up to date. The criticisms that applied to the first edi tion still hold good, therefore, to some extent in regard to the second, which it is hoped, nevertheless, will fulfil the object intended, as set forth in the former Preface.
