Programs like this, I believe, are not a substitute for addressing the root causes of homelessness, but without programs like this, I don't know if we are going to be able to mobilize private citizens to help in solving the problem. So I think that is the great strength 0 it.
Small amounts of money required to set up some additional seed programs, or to seed the establishment of more pilot programs like this, I think might be well-spent taxpayer dollars.
