This study is concerned with the administrative aspects of control of plants against pests, diseases and weeds. The study dwelt on the impact which administration of the government bureaucracy assist in the promotion of agricultural development in Tanzania, Iringa, Mbeya, Ruvuma and Rukwa regions (the Big Four) have been singled out in this study in order to give the special attention to the issue in question. We have not attempted to provide the right answer(s) to the Tanzania's agricultural development and the control of plants against pests, weeds and diseases. Our aim is rather to contribute to a better understanding and implementation of the control of plant pests, weeds and diseases. The report offers to researchers, planners, decision-makers, implementers, NGOs and aid agencies to address the disclosed problems, conclusions and recommendations analytically and critically basing on the prevailing socio-economic realities of Tanzania.
