Excerpt from Addresses of Director-General Hines and Interstate Commerce Commissioner Woolley on the Railroad Problem
I wish, first, to summarize my thoughts on the solu tion of the railroad problem.
For twenty-six years I have studied the development of railroad regulation. For most of this period I studied it from the standpoint of the Railroad Companies and for the last two years I have studied it from the stand point of the general public.
As a preliminary to considering the solution, it is well to consider the condition of regulation in 1917, just prior to Federal control.
