The disbursements of the Medical Department before the war were but about a year; my expenditures were at the rate of a month. They are no less now, under a suc cessor who, among other reasons, was appointed to enforce a rigid economy, but one of the first of whose acts was to send in an annual estimate greater than any I had ever made.
