IN laying before the public the following statements, so far as respects myself, I could have been content to remainsilcn't g satisfied in having defeated the machinations of my enemies, and sfeeling assured that the consequent mortification under defeat, ineeds not the circumstance of greater publicity to add to its xpoignancy but conceiving that the public have a right, and 2that it is especially the duty ofrpublic functionaries, to become ac guainted with'the manner in which -the' Officers of. The Army ave discharged their trust;-that the community has an interest also in the reputation of its servants, which}, when assailed by_ false aspersions and malignant accusations, itjs the duty of the t-accused to vindicate before their tribunal, I am induced to give 1 the proceedings of'the Couzv appointed to enquire into various charges against me the utmostpublicity. On the 15th of De cember 1814, after the most cordial expressions of esteem to wards _me, Capt. Samuel g._h0pkins set out for Washington on furlough, and was the bearer of the following Memorial.
