The fubjeéts of this letter are the Embargo, and the differences in controverfy between our Country and great-britain - Subjects upon which it is /my misfor tune, in the difchar'ge of my duties as a Senator of the United States to differ from the Opinions of my Col league. The place where the quellion upon the firlt of them, 111 common with others of great national con cern, was between him and me, in our official capaci ties a proper object of difcu?ion, was the Senate of the Union - There, it was difcufi'ed, and, as far as the con fiitutional authority of that body extended, there it was decided - Having obtained alike the concurrence of the Other branch of the National Legi?ature, and the ap probation of the Prefident, it became the Law of the Land, and as fuch I have confidered it entitled to the refp'eé't and obedience of every virtuous citizen.
