Nor Shall Izquestion the right of every member of the great federative compact to declare its own sense of measures 1nt�1est1ng to the nation at Ialge But whenever the case oecu1s that this sense should be 9 clearly and emphatically expressed, it ought surely to be predicated upon a full and 1mpa1 tlal consid eration of the whole subject-4rim under the stimulus of a one sided representation - afar less upon the impuise of conjectmes and suspicions.
