Gentlemen: Twice during the past year the presence of cholera in Manila has seriously interfered with important public events, necessitating the postponement of the Carnival and seriously interfering with the reception to the United States Battle-ship Fleet.

These two occurrences have served to attract widespread attention abroad to the continued existence of cholera in the Philippines, while in Manila, if not throughout the Archipelago generally, there has been an awakening to the fact that the system at present in vogue for the sup pression of contagious diseases leaves much to be desired. Simultaneously with this awakening has come a demand that the responsibility for the present situation be fixed and that existing conditions be radically im proved. I am of the opinion that this demand is entirely just.
