"The Criminal Justice Act 1991" is an important reforming measure aimed at increasing society's confidence in the criminal justice and penal system and its effectiveness in dealing with offenders. It lays down a statutory framework for sentencing, based on the seriousness of the offence, and provides a new system for the early release of prisoners. Of fundamental importance will be the introduction of unit fines. There are measures designed to reinforce parental responsibility and proposals aimed at ensuring that those who abuse children are not able to hide behind difficulties which child victims face in going to court. Provision is made for private sector involvement in the provision of services, through the putting out to tender of police and prison escort duties and security in magistrates' courts.
